Begging becomes a way of living for some people in Guangzhou

Chinanews, Guangzhou, May 11 – A scholar at the Guangzhou University recently carried out a survey on the begging situation in Guangzhou. Among the 135 beggars investigated, only five have actually lost their working capabilities1 and have to live by begging for they can't get family support or any social relief. However, the rest of them regard begging as a life style, the Nanfang Daily reported.

 

The investigation2 was made by Tang Xiujuan, a teacher working at the School of Public Administration under Guangzhou University.

 

Of the 135 beggars, 9.63% are adolescents, with 16% of them being actually forced to beg by their parents. 19.26% of the beggars are between the age of 46 and 60 and 38.52% are above 61 years old. According to themselves, most of these people have been begging for over three months and 25 of them have begged for over one year.

 

To these people, begging has actually become a way of living for them. In light of this phenomenon, Tang suggested that Guangzhou should learn from other industrial countries by setting up a credit system on all beggars in Guangzhou. This system might contain the beggars' detailed3 information and their experiences. For those who really can not support themselves and can not get financial aid from their families and society, the local government can issue them a credit certificate, Tang said.

 

Currently, many street beggars actually pretend to be beggars and cheat others out of their money. In light of this social phenomenon, Tang said, various local government departments, including local social aid stations, public security authorities and administrative4 authorities in districts where these beggars reside should work together to set up a credit system for beggars. The local government can set a filing system for them and inform them of the necessary legal knowledge. Various local departments should share information about beggars from time to time and take effective measures to guide their begging behaviors.
