水利部副部长刘伟平17日在新闻发布会上表示，当前，长江流域水稻等秋粮作物正处于灌溉需水关键期，为遏制长江中下游干流水位快速下降趋势，确保沿线灌区和城镇取水，水利部决定实施专项行动，调度上中游水库群，加大出库流量为下游补水。
