普京否认对卢布的资本管制

Russian President Vladimir Putin said today he is hopeful that speculation¹ against the ruble will stop soon.

俄罗斯总统普京今天宣称，希望针对卢布的投机行为能尽快停止。

Speaking at APEC, Putin also ruled out capital controls for Russia.

"We are not planning to limit capital movement. Today we witnessed speculative² exchange rate jumps. But I believe it will stop soon, I mean what the central bank does as a reply to speculators' actions".

The ruble has slumped³ nearly 30 percent against the dollar and the euro this year, as plunging⁴ oil prices and Western sanctions over the crisis in Ukraine have shriveled Russia's exports and investment inflows.

Putin said there is no good reason for the currency's slide.

He added Russia plans to use part of its "sovereign reserves" to improve access to loans to draw foreign investment.
