While admitting that limiting home purchases was the "last resort" of the government to curb¹ rising property prices, Jiang told lawmakers during an inquiry² meeting that the restrictions³ will be "phased out" upon the establishment of a national housing information system.

 

姜伟新承认，楼市限价政策是政府为控制上涨房价不得已而采取的办法，他在人大常委会专题询问会上表示，随着全国住房信息系统的建立，会逐步取消限购政策。

 

上文报道中的housing information system就是目前还在筹备过程中的“住房信息系统”，住建部计划先在40个pilot cities（试点城市）建立这一信息系统。此举是为了increase the transparency of the property market（增加楼市透明度），有助于防止excessive price swings（价格过度波动）。

 

应对高房价，政府一面通过推出affordable houses（经济适用房）、price-capped houses（限价房）、public rental⁵ housing（公租房）、low-rent apartments（廉租房）来缓解住房难问题，另一面又通过限购政策来遏制投机，同时避免楼市的hard landing（硬着陆）。
