正在召开的全国人大会议期间，一份提案建议应尽快制定一部《信息安全法》。

 

文中的information security law就是指“信息安全法”，是指调整information agent（信息主体）在维护information security（信息安全）过程中所产生的social relations（社会关系）的legal norm（法律规范）的总称。

 

截至2011年底，我国Internet population（网民）总数已经达到5.05亿，Internet penetration（互联网普及率）达到38.3%，国民经济和社会生活的信息化程度越来越高，但通过网络破坏information system（信息系统）、传播淫秽、色情、赌博、暴力等信息，information interception（窃取信息）、名誉侵权等行为却屡禁不止，严重扰乱了社会秩序，也极大地影响了国家信息安全。Netinfo security（信息网络安全）问题已成为人们最关心的焦点之一，亟待国家通过法律手段维护国家信息安全、促进现代information service trades(信息服务业)健康发展、保护个人合法权益。
