The United Nations Educational Scientific and Cultural Organization granted the Palestinians full membership on Monday, a step forward in their long-running efforts to achieve recognition before the world as an independent state.   联合国教科文组织周一接受巴勒斯坦成为该组织正式成员国，这是巴勒斯坦作为一个独立国家在寻求世界认可的长期努力中向前迈进的一步。   上文报道中的full membership指的就是“正式成员”。在 member state（成员国）和non-member state（非成员国）的划分方式之外，还有full member state（正式成员国）和associate member state（非正式成员）的划分方式。   参加国际组织会议的还有一类非成员国，就是observer state（观察员国），观察员国在国际组织会议上既没有right to speak（发言权），也没有voting right（表决权）。
