在上面的报道中，education bureaucracy就是“教育体制”，是教育机构与教育规范的结合体、统一体，它是由教育的机构体系与教育的规范体系所组成。Bureaucracy在这里的意思是“行政系统，政府机构”，例如：the trade union bureaucracy（工会系统）。另外，bureaucracy还常用来表示“官僚主义，官僚作风”，例如：The bureaucracy paralyzes the entire operation.（官僚主义使整个机构瘫痪了。）
