文中的surveyed unemployment rate就是指“调查失业率”，是通过对劳动力情况抽样调查所取得的数据进行计算的，与之相对的则是registered unemployment rate（登记失业率，根据报告期内在劳动保障部门登记的失业人数统计得出）。由于一些失业人员并未进行登记，registered unemployment rate常存在一定的偏差。
