China's police departments will launch a 30-day campaign starting Wednesday to hunt down fugitives¹ who are suspected of having committed a crime known as fake invoice² fraud.

中国公安部门将于本周三起开展为期30天的行动，追捕假发票诈骗案件的犯罪嫌疑人。

文中的fake invoice fraud就是指“假发票诈骗”，fake invoice就是“假发票”。为了防止收到fake invoice，消费者可以进行invoice verification（发票校验），例如仔细核对invoice stamp（发票专用章）以及invoice date（发票日期），或拨打查询电话等等。

Fake invoice和fake note（假钞），以及fake / counterfeit³ goods（假货）一样令人憎恨，不仅损害了消费者权益，还扰乱了市场秩序。如今有很多人因为价格原因，购买parallel import/grey product（水货），质量同样得不到保证。

那么，我们常说的“开发票”该怎么表达呢？可以直接用invoice这个词。例如make/issue an invoice，或者我们也可以直接用invoice的动词形式，“给某人开某物的发票”就是to invoice someone for something，例如：Retailers are obliged to invoice customers for everything they purchased. （零售商有义务为顾客购买的任何产品开具发票。）
