In recent years, as China's urbanization proceeds, land resources in many villages have been turned into industrial land. Many villages have earned a lot of money during the process. However, at the same time, corruption4 cases have also emerged as some village officials try to make gains by cashing in on their power. In order to prevent corruption at the grass roots, the central government now plans to choose some villages as trial bases and set up the discipline inspection5 post in these villages. The main duty of the discipline inspector is to check the work of village officials. This is the first time for China to expand its anti-corruption system at the grass roots level.
We can take Ningxia Uygur Autonomous6 Region as an example. According to information released from the Yinchuan Municipal Party Commission for Discipline Inspection, from 2005 to 2006, the commission uncovered 36 cases in which village leaders violated the Party's disciplinary rules, accounting7 for more than half of the total cases dealt with in the city. The high incidence of corruption cases at village level had caused a negative influence on the drive for building a new socialist8 countryside in these places.
It was under this situation that the Party discipline inspection bodies at the Ningxia Uygur Autonomous Region began in 2006 to set up the discipline inspection system at the village level. So far, about 1,411 incorporated villages have adopted such system, accounting for 54% of the total number of villages in Ningxia.
Apart from Ningxia, such system has also been set up in Inner Mongolia, Shaanxi, Jiangxi, Hunan, and Guangxi.
In Fuding city, Fujian, a hotline has been set up for villagers to report officials' irregularities in dealing9 with village affairs.
Villagers say that these discipline inspectors have played a positive role in many aspects. They guarantee that the fiscal10 income in villages are properly dealt with and government's preferential policies to farmers are well implemented11. In addition, they ensure that grass roots democracy is realized and the building a new socialist countryside is carried out.
