Senior officials commit crimes for women, money and gambling

Chinanews, Hong Kong, Sept 4 – An exhibition on functional1 crimes held by the Supreme2 People's Procuratorate was recently unveiled in Beijing. According to Hong Kong-based Wen Wei Po, since the 16th National Congress of the Communist Party of China (CPC) in 2002, about 16 provincial3-level senior officials have been punished for corruption4, with about 3 every year on average. Most of the senior officials got punishment either for being involved in some sex scandals or for doing something related with money laundering5 or gambling6 issues: 90% of them had a mistress and some traded their power for sensual pleasure, or for money with some merchants, especially real estate developers.

 

Over the past five years, the central government has worked hard to fight against corruption. As a result, the total number of criminal cases among officials has diminished year by year.

 

Information from authority shows that in 2003, 2005 and 2006, the number of CPC members punished by Party or government disciplines reached 170,000, 110,000 and 90,000, respectively.

 

The exhibition shows that among the 16 ministerial or provincial-level officials punished, ten were involved with illegal deals with real estate developers. They included former Shanghai municipal Party secretary Chen Liangyu; former deputy governor of Anhui Province Wang Huaizhong; former Heilongjiang CPPCC provincial Committee chairperson Han Guizhi; former president of Hunan Provincial Supreme People's Court Wu Zhenhan; former deputy chairperson of Anhui CPPCC provincial Committee Wang Zhaoyao; former vice7 chairperson of the Standing8 Committee of Henan Provincial People's Congress Wang Youjie; former chief procurator of Tianjin People's Procuratorate Li Baojin; former vice Party chief of Shandong Province and Party chief of Qingdao City Du Shicheng; former vice mayor of Beijing Liu Zhihua; and former deputy chairperson of the Standing Committee of Jiangsu Provincial People's Congress Wang Wulong.

 

Although these officials might have a different case with regard to their criminal forms and the money they took, many of them committed crimes in the real estate industry. Some sold land to real estate developers at unreasonably9 low prices; some provided fund (even social security fund) to real estate developers to help them to do business in the hope of making considerable gains in the process; some used their power to create favorable conditions for real estate developers to make money.

 

In addition, many officials were involved in sex scandals. Among the 16 punished senior officials, nearly 90% (14) had kept a mistress, some even more than one mistress. Former Shanghai municipal Party secretary Chen Liangyu and former vice mayor of Beijing Liu Zhihua were a case in point. Former vice governor of Jiangxi Province, Hu Changqing, once put aside all his work and flew to Guangzhou to meet his mistress. Hu was finally sentenced to death. Former director of the National Statistics Bureau Qiu Xiaohua had kept a close relation with his mistress for many years. They even had a baby. Qiu was finally punished for committing bigamy.

 

Most of these senior officials had struggled for many years before they could finally take over some power in society. However, because they couldn't resist the temptation of women or money, they finally became criminals.
