For the "five dos", China and Japan should stick to a peaceful development path; the two countries should both stick to a military strategy that is defensive5 in nature; they should position each other in a correct way; they should recognize each other's rational political interests and legal interests; they should carry out more positive projects of bilateral6 and multilateral cooperations in order to achieve a win-win goal.
For the "five don'ts", both China and Japan should not challenge each other's core national interests; they should not interfere7 with each other's internal affairs; they should not regard each other as an imaginary enemy; they should not use, or threaten to use, military force to resolve the conflicts between the two countries; they should not join any political or military alliance that targets at the other side.
China is speeding up its military modernization8. China wants to make contributions to world peace, stability and prosperity. At the same time, China always adopts a military strategy that is defensive in nature. Japan should recognize China's rational rights. It should not use China's military force to play up the "China Threat" theory. Nor should Japan try to restrain China by developing bilateral or multilateral military relations with other countries. China and Japan should promote a multi-level cooperation in the military field. By conducting more exchange and promoting understanding, it is hoped that the two countries can clear their suspicions and develop their relations in a more stable way, Yang said.
