　　The 14th Meeting of the Standing Committee of the Seventh National People's Congress has decided3 to make supplementary4 provisions to the Criminal Law： Whoever desecrates5 the National Flag or the National Emblem6 of the People's Republic of China by publicly and wilfully7 burning， mutilating， scrawling8 on， defiling9， or trampling10 upon it shall be sentenced to fixed-term imprisonment11 of not more than three years， criminal detention12， public surveillance or deprivation13 of political rights.
