China to supervise trade in tiger and leopard skins

Chinanews, Beijing, Nov. 17 – Based on the Administrative1 License2 Law and the Wildlife Protection Law and as approved by the State Council, the State Forestry3 Administration now requires all animal product traders to apply state-approved identifications on tiger and leopard4 skins and related processed products, the minister of the Forestry Administration said recently, the Legal Daily reported.

 

For many years, Chinese government has attached great importance to the protection of tigers and leopards5 and much achievement has been made in this aspect. China has devoted6 great efforts to the construction and protection of natural wildlife zones and has promoted the artificial breeding of tigers. Meanwhile, China implements7 strict laws to fight against illegal trade of animal skins and tries to raise public awareness8 of wildlife protection. With these efforts, China has fulfilled its international obligations of wildlife protection and such efforts are highly praised by the international community.

 

As approved by the State Council, the State Administration of Forestry and the State Ethnic9 Affairs Commission (SEAC) recently jointly10 issued a notification, to the effect that China will launch a campaign to check all animal products trade across the country. During the campaign, the government will keep a file of all the legal traders. These legal traders each will get an official business license from the government and their products will bear an identification mark issued by the government.

 

Starting from January 1, 2008, all the legal animal products traders who are put under government's filing system can apply to the State Forestry Administration for official recognition of their trade business and gaining official business licenses11 issued by the government. Only with the business license can animal products traders sell tiger and leopard skins and related processed products. Also, the traders should not transcend12 their business scope. Those without business licenses should not involve in any animal products trading business. Nor can they exhibit their products in public places, the notification says.
