　　The Economic and Trade Commission and Foreign Trade Committee of the provinces, autonomous¹ regions, municipalities directly under the Central Government, municipalities separately listed on the State plan and production and construction crops of Xinjiang, Guangdong branch of the General Administration of Customs, customs directly under the General Administration of Customs and relevant departments of State Council:

　　With a view to implementing² the Circular of the General Office of the State Council on Transmitting the Opinions of State Economic and Trade Commission and Other Departments on Further Perfecting the Deposit Machine Account System of Processing Trade Bank (GuoBanFa [1999] No.35), the Circular on Confirming Commodity Lists of the First Batch³ of Import Product of Processing Trade in Prohibition⁴ and in Restriction⁵ (GuoJingMaoMaoYi [1999] No.490, hereinafter referred as Commodity Lists) was jointly⁶ promulgated⁷ by State Economic and Trade Commission, the Ministry⁸ of Foreign Trade and Economic Cooperation and the General Administration of Customs. Now some alterations⁹ of steel products in the Commodity Lists have to be made. The steel products with numbers of the heading 7210300 and 72122000 shall be no longer listed in restrictive commodity list from July 1, 2000.
