official residence system 官邸制

China will explore ways to establish an official residence system to curb¹ potential corruption² of officials in housing, according to a decision of the Communist Party of China (CPC) Central Committee published on Friday.

 

中共中央上周五公布的《深化改革决定》指出，中国要探索实行官邸制，预防官员住房腐败。

 

Official residence system就是“官邸制”，是由国家为一定级别的官员(officials at certain levels)在任期内提供住房的一种制度，是许多发达国家普遍采用的做法（common practice），比如美国白宫、英国唐宁街十号等。官员任期结束后就要搬离官邸。与其相对的“私邸”自然就是private residence。在国外，官员的官邸和私邸是严格区别的。私邸是官员跟老百姓一样在市场上购买的私人财产（personal assets），官邸只能在任职期间居住，个人没有产权（property right）。

 

福利分房（welfare-oriented distribution of public housing）和住房补贴（living allowance）等政策被指造成不少官员腐败。超标准配备生活用房(using houses beyond standard)，多处占用住房（occupying houses in multiple places），利用手中的权力收受房产贿赂(using their power to accept houses of bribes)，成为官员住房腐败的主要表现形式。
