Jiang said the Philippines has not shown sufficient sincerity¹ and has been oscillating in its handling of the case, making it necessary for Taipei to take further action, Taiwan media reported.

 

台湾媒体报道，江宜桦表示菲律宾未表现出足够的诚意，并且在处理事件时摇摆不定，台北方面认为有必要采取进一步行动。

 

菲律宾公务船对台湾渔民扫射，导致一名渔民死亡事件引发了目前已持续一周的dispute/confrontation（争议/冲突）。在第二波制裁开始之前，台湾地区领导人曾对菲律宾发出72小时最后通牒（72-hour ultimatum），要求菲方正式、有诚意地作出回应，否则，8项反制措施便会到时生效

 

台湾方面采取的第二波制裁措施（second wave of sanctions）包括：发布菲律宾旅游警示灯号为“红色”，不鼓励赴菲律宾旅游或洽公（issuing a red alert on travel to discourage Taiwan people from traveling to the Philippines or doing business）；停止高层交流与互动（suspension of high-level exchanges between the two economies）；停止菲方经济交流、推广和招商活动（suspension of economic exchanges）；停止农渔业合作事项（suspension of fishery cooperation）；停止科技研究交流和合作计划(suspension of science and technology cooperation)；停止航权谈判（suspension of bilateral² aviation negotiations）；停止菲律宾人士用“东南亚五国人民来台先行上网查核”免签措施（removing the Philippines from Taiwan's visa-waiver program）；防务部门及“海巡署”在相关海域办理联合海上操演(carrying out a joint³ marine⁴ drill with its coast guard patrol vessels⁵ in waters off southern Taiwan)。
