The UN General Assembly on Thursday voted overwhelmingly to grant an upgrade of the Palestinians status at the United Nations from "entity¹" to "non-member state".

 

联合国大会周四以大多数赞成票通过决议，决定将巴勒斯坦在联合国的地位由“观察员实体”升格为“观察员国”地位。

 

巴勒斯坦在联合国的observer status（观察员地位）从entity（实体）升级到了non-member state（非成员国），即“观察员国（non-member observer state）”。

 

联合国在会员国（member state）之外还设有观察员制度，观察员有观察员国、实体和组织。观察员国在国际组织的有关会议上通常既无发言权(right of speech)也无表决权(right to vote)，不能参与实质性的讨论。不过，成为国际组织的观察员国，即是向成为该国际组织的成员国迈出了第一步。
