Chinanews, Beijing, Jan. 26 – China failed to reach its energy saving goal in the first year of its five-year energy conservation program. Only six Chinese cities, including Beijing and Tianjin, reached their goals by reducing energy consumption by 4% for each 10,000-yuan GDP growth, Chinese official media reported.
Chinese government did not say how far energy conservation fell behind its target goal last year. In March, 2006, China released its five-year energy conservation goal for the eleventh five-year period at the National People’s Congress, China's top legislature. According to this proposal, China aims to reduce energy consumption by 20% for every 10,000 yuan of its GDP growth within the five years. However, the rapidly growing economy will make it difficult for China to achieve the energy saving goal, according to Ma Kai, Minister of the State Development and Reform Commission (SDRC), in a speech last Friday. As the state’s governing body for investment and energy, SDRC estimates that Chinese GDP growth rate might reach 10.5% in 2006. Despite this, Fang1 Weizhong, president of the China Macroeconomics Society, said in a report that it is still possible for China to achieve the goal. He said that China can save much energy by upgrading technology, especially in the thermal2 power plants.
