Most of these parents were introduced by Beijing government to work in Beijing as valuable talents. They were not native Beijingers. However, after they came to the city, the Beijing Municipal Human Resources Department issued them the working resident card, or the "green card", which allowed them to enjoy the same treatment as local residents4. However, after this group of children finish their school study, they cannot take the college extrance examination in Beijing as local children do. They then face a dilemma5: they study in a Beijing school and all their academic records are kept in Beijing, but their Hukou (the permanent resident permit) follows their parents', which is actually kept in a different city. Since their academic files and their permanent resident permits are not kept in the same city, they actually can not apply to take the college entrance examination in any of the two cities. If these children cannot take the college entrance examination, they cannot get higher education, which will put them into an even more disadvantaged situation once they enter the job market in future. Worrying about their future, the parents of these children make a lot of efforts every year urging the government to do something to change the situation.
Recently, some of these parents wrote a letter to the Beijing Municipal Education Bureau6. In this letter, parents say that children who are deprived7 of the right to take the college entrance examination in Beijing because of their parents having no permanent resident permits, meet an unfair situation in their education, compared with local children. The parents, therefore, urge Beijing Municipal Education Bureau to give their children an equal treatment as local kids by allowing their children to take the examination in Beijing.
In Beijing, about 30,000 non-locals have the "green card". Every year, only about 1,000 kids, whose parents belong to this group of people, might participate in the national college entrance exam. Allowing them to take the exam in Beijing will not pose8 a big threat to the local Beijing students, some educationalists say.
