Chinanews, Xiamen, Sept 12 – China should continue to utilize1 more foreign direct investment. This year and some time in future, China might not witness a quick growth in its FDI utilization2. However, the country's FDI utilization has already reached a large scale at present. It is expected that in 2007, China's FDI use might reach 65 billion US dollars or more, said a report released by the Ministry3 of Commerce last week.

 

The report shows that in 2006, China's actual use of FDI reached 69.47 billion US dollars, accounting4 for 6.72% of the total figure in the world. China ranked fourth among host countries and first in developing countries in its FDI usage. China's manufacturing industry attracted the largest portion of FDI, with 40.77 billion US dollars of FDI being put in the manufacturing sector5, accounting for 60% of the total FDI usage in the country.

 

At present, China's FDI usage has entered into a new period. The country now focuses more on the quality rather than the quantity with regard to its FDI usage. While most FDI has flowed into China mainly, now such FDI both flows in and out of China. In the past, foreign fund was mainly used to set up new factories and now, FDI might be used either to set up new factories or in the purchasing deals, says the report.

 

The report says that at present, China has a sufficient capital supply in domestic market. In many industrial sectors6, there is an excessive production capacity. As Chinese manufacturers have improved their technologies and manufacturing skills, many domestic companies are able to produce more middle- and high-level products. So, from capital point of view, China's dependence7 on foreign fund is decreasing. On the other hand, more and more domestic companies are eager to make investment abroad.

 

Despite this, the report says, China still needs to increase its scale of FDI utilization because China needs to attract more advanced technologies, knowledge, managerial skills and human resources on a global basis.
