The blue paper gives a quantitative2 analysis of 200 cities from the mainland and Hong Kong, Taiwan, and Macao. The result shows that the top ten most competitive cities in 2006 were Hong Kong, Shenzhen, Shanghai, Beijing, Guangzhou, Taipei, Wuxi, Suzhou, Foshan, and Macao.
Hong Kong remains3 in the leading position on the list, while the ranking position of Macao hasn't changed much. The ranking positions of Taipei and other cities in Taiwan have slid substantially, as in 2005, Taipei ranked as the second most competitive city on the list, right after Hong Kong and before Shanghai.
The blue paper points out that the competitiveness of cities in Zhejiang Province has declined, while that of cities in the Circum-Bohai Ring area has risen quickly. From regional perspective, the southeast region remains the most appealing place in China, followed by the middle region. The west region is still the least appealing among the three. While the competitiveness condition among different regions hasn't changed much, the competitiveness of cities within the same region varies from city to city, compared with last year's result.
Hong Kong, Macao and Taiwan are among regions with the highest level of income, while mainland cities, such as Beijing and Shanghai, are classified as cities with mid4 upper level income.
